You can peen the bore area also but still use the green Loctite bearing lock. Is this the type that doesn't harden if need be to replace another bearing? Staking in the seal as Brian said is a good idea but I think I'd use a sealer around the seal OD too. The green Lok-Tite might do the job or possibly silicone might also work.
